The fact that the 8 ball has the colour black and covertly contains a hidden reference to the number 666 leads me to believe the designer intended it to be evil, and I suspect evil entities would be attracted to it to mislead you as a result. I am, however, not sure if all divination devices are evil, personally I have a bad and scary experiences with a Ouiji board where it seemed to open up a portal and something evil tried to possess me (I don't recommend anyone use these, and if you do read up on how to protect yourself first please).
