Im Looking For A Movie Abougt A Little Girl Who Has Magic Powers And She Learns How To Use Them.?

this is an older movie. this girl has a parients that dont like the fact that she is smart. she goes to a school with a mean princible that has a room in her office where bad kids go and on the door are nails and things sticking out of it. in some parts of the movie she is feeading herself cereal but she is using her mind to pick up the spoon, or she slames the door on her dads face. she has a nice teacher wich is the sister of the princible at the same school. i cant rember the name of the movie maby someone can help me out. tks.
