Why Do Hogwarts Students Use Quills And Parchment?

I remember something about electric not being able to work in the school because of all the magic. But why can’t they use normal paper and pens/pencils? There are books with normal paper within the school…

I remember once in 3rd grade our teacher used to read a novel to us and afterward I always felt weird. One of the plots was about kids who drank this magic liquid and then did whatever they were told. I remember that she had us imagine we were drinking the liquid once too, which makes me think she was really hypnotizing us to be obedient.
